IMPORTATION OF LIVE PET ANIMALS FROM HONG KONG TO PHILIPPINES

Per Bureau of Animal Industry - Department of Agriculture's Quarantine Administrative Order No.2 s. 2018 and Memorandum Circular No. 43 s. 2020 dated 24 September 2020

A. PROCEDURE IN THE APPLICATION FOR SANITARY AND PHYTOSANITARY IMPORT CLEARANCE (SPSIC)

Fill out the registration form at the InterCommerce Network Services (ICNS) website https://www.intercommerce.com.ph/registrationbai.asp

After registration you can log-in to your account by using your registered email address and password for the SPSIC Application (import permit) at the same website.

 Fill out the Affidavit of Undertaking for One-Time importation or Commercial Importation.

Submit the Affidavit at the Philippine Consulate General Hong Kong together with the other requirements specified on section B. (For notarization of the Affidavit, please refer to the requirement for Notarization of Affidavits on this page.)

Once you have recieved the notarized affidavit, proceed to the application for the SPSIC by uploading all the requirements in the ICNS website.

After 1 to 2 working days, check status of application by logging-in to your account. 

(The status could be (1) For endorsement which means the application is waiting for the signature of the approving authority, (2) Approved,  or (3) Rejected which means the applicant will have to re-apply).

Once approved, print the SPSIC and present this at the Quarantine Station in the port of entry / airport in the Philippines, together with the International Veterinary Certificate / Veterinary Health Certificate and airway bill for validation purposes.

*Approval of the SPSIC usally takes 1 to 2 days. Approved SPSIC is valid for 60 days.

B. REQUIREMENT IN THE APPLICATION FOR SPIC

    1. Pro-forma invoice (if applicable);
    2. Notarized Affidavit of Undertaking (NAOU)
    3. Official Receipt (for manual applicaiton); and
    4. International Veterinary Certificate / Veterinary Health Certificate from the competent authority in Hong Kong  and other commodity specific requirements, including permits/clearance from other concerned agencies

B.1 For Filipino / Local Importers, the NAOU should include the following details:

B.1.1. IDENTIFICATION OF IMPORTER

Name of importer, address, BIR-issued ID with TAX identification Number (TIN) of the client and quarantine site of pets

B.1.2. ANIMAL HEALTH INFORMATION AND IDENTIFICATION

Personal details of the subject dog/s and/or cat/s (Information should include - species, breed, sex, color, age, name of owner / exporter from the country of origin, address or exporter)

Proof of Microchip Number of the subject dog/s and/or cat/s (must be embedded in the skin fo the dog/s and /or cat/s

Vaccination and Deworming Records (original or Certified True Copy) of the subject dog/s and/or cat/s (front pageand inside page with updated vaccination and deworming

Photograph/s of the subject dog/s and/or cat/s

Pet Passport (personal details of the subject dog/s and/or cat/s), if applicable

B.1.3. For Foreign Importers, all the above requirements shall be sumitted except for the NAOU. In lieu of the NAOU, the foreign importer shall submit / upload an accomplished "Undertaking for Foreign Importers", together with the scanned copu of his / her passport

For Pet owners (One-Time Importers and / or Foreign Importers), documentary proof of the abovementioned requirements as written above shall be included as attachments to teh NAOU or Undertaking for Foreign Importers. The abovementioned documents shall be uploaded in the ICNS website in the applicaiton for the SPSIC.

Effective 01 June 2018, dogs and cats important without the required identification will be declined entry and returned to its origin. All costs incurred will be shouldered by the importer.
