Importation of Live Pet Animals from Hong Kong to the Philippines

A. PROCEDURE IN THE APPLICATION FOR SANITARY AND PHYTOSANITARY IMPORT CLEARANCE (SPSIC)

Fill out the registration form at the InterCommerce Network Service (ICNS) website https://www.intercommerce.com.ph/registrationbai.asp 

After registrationyou can log-in to your account by using your registered email address and password for the SPSIC Application (import permit) at the same website.

Fill out the Affidavit of Undertaking for One-Time importation or Commercial Importation.

Submit the Affidavit at the Philippine Consulate General Hong Kong together with the other requirements specified on section B. (For notarization of the Affidavit, please refer to the requirement for Notarization of Affidavits on this page.)

Once you have received the notarized affidavit, proceed to the application for the SPSIC by uploading all the requirements in the ICNS website.

After 1 to 2 working days, check status of application by logging-in to your account.

(The status could be (1) For endorsement which means the application is waiting for the signature of the approving authority, (2) Approved, or (3) Rejected which means the applicant will have to re-apply).

Once approved, print the SPSIC and present this at the Quarantine Station in the port of entry / airport in the Philippines, together with the International Veterinary Certificate / Veterinary Health Certificate and airway bill for validation purposes.

*Approval of the SPSIC usually takes 1 to 2 days. Approved SPSIC is valid for 60 days.

B.1.3 For Foreign Importers, documentary proof of the abovementioned requirements as written above shall be included as attachments to the NAOU or Undertaking for Foreign Importers. The abovementioned documents shall be uploaded in the ICNS website in the application for the SPSIC.
